One must understand that the tour takes you by just a handful of locations used to shoot Harry Potter. My understanding is that the true "location" of the film is quite a distance from London. So, with that in mind, our guide gave us some valuable tips about other things (restaurants, money exchange, etc.) and the Hop On-Hop Off was a great way to get the lay of the land.

The tour was fine. You saw a few places that you probably wouldn't have seen otherwise. However, we had booked the German audio and didn't receive any information in advance by email about how it works. This meant that everything had to be clarified on site and downloaded while the tour was already underway.
The QR code on the hop on, hop off bus didn't work. We weren't the only ones with the problem. Luckily, we were allowed to ride anyway because we had the ticket. Since we didn't want to go through the drama again, we did the whole circuit and didn't get on a bus again.
You can skip the whole bus tour, though, because it's cheaper to take the normal buses, which are also double-deckers.
We liked the boat tour best - it wasn't very long, but we had a motivated member of the crew who kindly (voluntarily) told us a few things about the sights.
Otherwise, you can skip the boat tour because there are cheaper alternatives.
We definitely wouldn't recommend the whole combination tour.

for the Harry Potter walking tour, it is unfortunate that the guide was not French-speaking; in fact all the families present were French speaking and the children did not understand the guide's comments even though this visit was intended for them
